Water System Upgrade

Due to changes made by the Illinois Environmental Protection Agency (IEPA), the Village of Chapin is considered to be receiving ground water under the influence of surface water from our transmission line from the City of Jacksonville. It is important to know that the quality of the water that runs to our homes has not changed, and that it is still safe for drinking. The change the IEPA made is due to stricter enforcement of rules and regulations. Without getting into the nuts and bolts of the situation, the IEPA is requiring the Village of Chapin to conduct further testing of our water on a monthly and daily basis. The Village of Chapin has elected to pursue an upgrade to the Village Water Treatment plant. This upgrade will require the implementation of a membrane filtration that will in essence double treat the water going to Village of Chapin customers. This is in response to a new IEPA guideline that requires a new separation between ground water and ground water under the influence of the surface water. Benton’s and Associates will be working with the Village and IEPA to retrofit and improve the village’s water treatment plant.
New water rates
Due to rising costs, the Village of Chapin Board voted unanimously to raise the minimum water rates for all uses of Village of Chapin treated water. The rate increased from $5.64 for the first 1,500 gallons of water used to $10.00 for the first 2,000 gallons used. Also the Village will start a 3% rate increase each year on May 1st to avoid future jumps such as the one this year. For any water, sewer, or other public works problems or questions, call (217) 472-3111 or email Todd Berry, Village of Chapin Water Superintendent.
Hydrant Testing
The Village of Chapin Department of Public Works and the Chapin Fire Department will be flow testing the hydrants in early summer 2011. Look for updates on this site and around town as to exact dates.
Water rate increase
The Village of Chapin will begin new water rates starting in October, 2008. While the rate increase is the first since the late 80's, the Village of Chapin continues to have the lowest rate for treated water in the area. This rate increase is 3% on both water and sewer rates..
Automatic payment of water and sewer bills
